So the rosettes on the Sylphide costumes used to be made out of shop (above) because the tag in the back labels it as being a differnet company than the one that normally makes the Phantom costumes. 
The new ones are made in-shop by the same team that does the Sylphides, as in… every single one of those flowers is painstakingly handmade, beaded and assembled over gold lace. Not only has the design of the flowers changed over the years, so has the construction. The old ones are sewn over stiff material and can be attached and removed via snaps.
